About the Organization
The United Nations Office for Project Services (UNOPS) is an organization that carries out infrastructure and procurement projects for the UN System, international financial institutions, governments, and other partners worldwide. Its global headquarters are located in the UN City campus in Copenhagen, Denmark. UNOPS is responsible for allocating over $3 billion worth of development projects and contracts to its partners annually. Its activities include managing the construction of schools in Afghanistan, building shelters in Haiti, and procuring ambulances to support the Ebola response in Liberia. Recently, UNOPS has been a critical partner to more than 80 countries and territories in their response to the COVID-19 pandemic.
About the Opportunity
The United Nations Office for Project Services UNOPS is hiring a Procurement Officer to work in Pemba, Cabo Delgado.
Functional Responsibilities:
Under the supervision of the Procurement Specialist and in close collaboration with the relevant Project Manager(s), the Procurement Officer is tasked with ensuring the effective delivery of procurement services that adhere to best practices in international public procurement, abide by UNOPS procurement rules and regulations, manage risks adequately, and achieve optimal value for money.
The Procurement Officer will evaluate and interpret pertinent rules and regulations and provide solutions to a broad range of procurement-related issues.
The officer will provide procurement services encompassing some or all the functions in the procurement cycle, including planning, sourcing, solicitation, evaluation, contracting, and logistics.
The officer will execute essential aspects of operational procurement strategies to attain the following outcomes:
- Ensure full compliance of all procurement activities with UNOPS regulations, policies, strategies, and rules.
- Establish efficient internal controls and develop and maintain a client-focused procurement management system.
- Implement, or provide support for the implementation of, various procurement processes, such as Pre-Purchasing: Strategy and Planning; Requirements Definition; Sourcing; Purchasing: Solicitation; Management of Submissions; Evaluation; Review and Award; Post Purchasing: Contract finalization and issuance; Logistics; and Contract Management.
Additionally, the officer will offer technical guidance and support to the procurement processes of the Business Unit, focusing on achieving the following results:
- Timely and appropriately prepared elements of procurement plans and tracking of their implementation.
- Adherence to sustainability guidelines throughout the procurement process.
- Organization of RFQ, ITB, or RFP; receipt of quotations, bids, or proposals; evaluation of submissions; negotiation of particular contract conditions in full compliance with UNOPS regulations and rules.
- Preparation of submissions to the Contract and Property Committees (CPCs).
- Monitoring of contractor performance and certification of completed work to ensure compliance with contractual terms and payment.
- Provision of advice, corrective actions, or solutions to Project Managers on procurement issues.
- Drafting of Long Term Agreements (LTAs), Blanket Purchase Agreements (BPAs), and/or service contracts and other instruments, when necessary, either through standard or emergency procurement procedures.
The officer will also implement sourcing strategies and e-procurement tools to achieve the following results:
- Develop and maintain supplier rosters.
- Utilize sourcing modules consistent with the Procurement Group's goals and standards in this area.
Education/Experience/Language requirements:
Education:
- A bachelor's degree in Procurement and/or Supply Chain Management, Law, Commerce, Business Administration, Public Administration, Finance, Economics or a related field.
- For those without a degree in Procurement or Supply Chain Management, certification from the Chartered Institute of Supply and Management (CIPS) or similar international certification is an added advantage.
Experience:
- Two (2) years of relevant experience in Procurement Management.
- Experience working with a range of stakeholders in Mozambique is desirable.
- Knowledge of UN procurement rules and regulations is desirable.
- Experience in works (construction & Engineering) procurement is desirable.
- Experience in evaluating bids and/or proposals, solicitation/tendering, and procurement planning is desirable.
- Experience in Market Analysis & Research is desirable.
- Experience in using Google Suite packages is desirable.
Language requirements:
- Full proficiency in English language, and knowledge of Portuguese language is desirable.
