Contetxt

Mozambique is prone to natural disasters (cyclone and floods after cyclone and heavy rains) and disease outbreaks (cholera, dysentery and malaria). The cholera outbreak has been reported in different provinces and the Ministry of Health is responding to the cholera outbreak and partners are supporting the response actions.

Following the recent heavy rains in the southern region of the country, they resulted in the displacement of people and damage to housing and infrastructure. In addition, tropical cyclone FREDDY #1 and #2 made landfall and affected different provinces, resulting in flooding with displacement of people and damage to infrastructure, including health facilities. Its effects resulted in increased cholera and service interruptions.

WHO and other partners are supporting the Ministry of Health and provinces in responding to the cholera outbreak, including WHO deploying teams on the ground to support response activities.


I. Job Organizational Context:

A WHO office requires a Programme Assistant at the G-5 level for one of its programme sections. While this Generic Job Profile (GJP) covers a wide range of functions, the incumbent may focus on certain areas depending on the context. Moreover, there may be other functions not specified in the GJP, which can be made clear in work plans and/or individual performance plans.


II. Purpose For The Job:

The Programme Assistant provides support to the respective section(s) with close supervision and guidance from the supervisor. The objective is to carry out procedural, administrative, and operational tasks that help develop, implement, and monitor the country programme. The aim is to ensure timely and effective delivery consistent with WHO rules and regulations.


III. Key Functions, Accountabilities And Related Duties/tasks:

One of the key responsibilities of the Programme Assistant is to assist in processing contracts for consultants, vendors, and external partners who help with program delivery in the office. Other responsibilities include collecting invoices, preparing and maintaining records, documents, and control plans, supporting the management of administrative supplies and office equipment, arranging meetings, and providing travel assistance. The Programme Assistant also monitors the absence of staff, prepares and maintains records pertaining to programme planning and development, and carries out transactions in GSM. Additionally, the Programme Assistant supports capacity development activities, meetings, and conferences.


IV. Impact of Results:

The Programme Assistant's support ensures that key work products are compiled and coordinated, deadlines are met, and established rules and procedures are followed. The result is a robust administrative platform from which the country programme can be delivered most effectively. The key results have an impact on the overall performance of the country office and the success of project/programme activities.


V. Competencies and level of proficiency required:

The Programme Assistant must possess the following competencies and level of proficiency based on WHO Professional Competency Profiles: Core Values (Care, Respect, Integrity, Trust, Accountability), Core Competencies (Communication, Working with people, Drive for results), and Functional Competencies (Analyzing, Learning & Researching, Planning and organizing, Following Instructions and Procedures).


VI. Skills:

The Programme Assistant must have thorough knowledge of WHO administrative policies and procedures, strong organizational, planning, and prioritizing skills and abilities, high sense of confidentiality, initiative, and good judgment, and the skill to collaborate efficiently with individuals from diverse national and cultural backgrounds.. The Programme Assistant should also be trained and experienced in using MS Word, Excel, PowerPoint, and other WHO software such as GSM.


VIII. Desirable Skills

Desirable skills for the Programme Assistant include knowledge of the principles and practices of programme management, financial management, and procurement, familiarity with WHO or UN administrative procedures and systems, and experience in organizing and facilitating training courses, workshops, and meetings.


IX. WHO Competencies

WHO Competencies for the Programme Assistant include producing results, fostering integration and teamwork, ensuring the effective use of resources, communicating in a credible and effective way, building and promoting partnerships across the wider organization and beyond, as well as fostering innovation and promoting organizational learning.
